Weapons and Knife Prohibition Zone

Diversity, togetherness, respect and safety – these are the key elements of the socio-cultural and integrative overall concept for Stühlinger Kirchplatz. In the area of safety, another important measure is now being introduced: in close coordination with the police, the City of Freiburg is establishing a weapons and knife prohibition zone (249,7 KB) for Stühlinger Kirchplatz. This prohibition zone will take effect on Sunday, 10 August 2025.

The aim of this measure is to reduce crime, establish clear rules and thereby strengthen the sense of safety among residents, passers-by and everyone spending time in the area.

What is prohibited?

  • Carrying weapons as defined under the German Weapons Act, 
  • carrying electroshock devices,
  • and carrying knives of any kind.

The knife ban applies regardless of the type of knife or the length of the blade; it also includes pocket knives, kitchen knives and utility knives.

When does the ban apply?

  • The prohibition applies around the clock, 24 hours a day.

Where does the prohibition zone apply?

  • The weapons and knife prohibition zone at Stühlinger Kirchplatz covers the entire park, the schoolyards open towards the square, and the open area surrounding the Herz-Jesu Church.

Which exceptions apply?

  • Pocket or kitchen knives that are securely stored and not readily accessible are exempt from the ban. A knife is considered not readily accessible if it can only be reached after more than three separate hand movements.
  • Further exceptions apply to market vendors, church security staff, and emergency and rescue services.

What are the consequences of violations?

  • Violations may result in fines of up to 10,000 Euro. In addition, weapons and knives may be confiscated.

Background

Stühlinger Kirchplatz has two sides: families picnic on the lawn, students study for their exams under the trees – yet only a few metres away, individuals from the drug scene gather. For years, the square has been a crime hotspot and the focus of police operations.

Increasing safety

Knife-related offences have increased significantly at this location – reflecting a nationwide trend. In 2024, there were a total of 19 incidents involving knives on the square, including 11 knife attacks. Each knife that is not carried or is confiscated reduces the likelihood of serious injury in an unforeseen conflict situation.

Comparable zones in other cities

Since 2007, municipalities have been authorised to establish weapons and knife prohibition zones by issuing corresponding ordinances. In October 2024, the Federal Government simplified the legal provisions relating to knife bans. In Baden-Württemberg, the cities of Stuttgart, Mannheim, Heidelberg, Ulm and Heilbronn have already established comparable prohibition zones, in some cases for several years.

Safety partnership

The establishment of the weapons and knife prohibition zone for Stühlinger Kirchplatz is part of the safety partnership between the City of Freiburg, the State Police and the Ministry of the Interior. The State Police are responsible for enforcement. Under this ordinance, they are authorised to carry out checks within the zone without prior suspicion.
